The trick actually has some science behind it. The way the credit card swipe machine works is it reads the magnetic strip on the back of the card. Many people have cards with lackluster strips from excessive swiping. This makes the machine skip over part of the reading and/or bounce the signal the wrong way; either way the card will not be accepted. Using a plastic bag stretched over the strip helps to create more distance between the card and the machine's canal. This distance through the translucent plastic help the machine to quickly scan the card and blur the damaged parts into the original reading.
