Fact of the Day More Information Construction of the U.S. Capital Building was started in 1793 underneath George Washington. Due to dismay, battling, and other factors, construction lasted for about 40 years (although it did not really ever stop with additions like more modern utilities).
In the early years the heigh maximum was not too much of a problem simply due to the technology and money the people possessed. When electricity allowed people to be shot to the top of their building in minutes, builders started building up. The Capital Building limit has been challenged ever since. At times the government caves and allows new things to surpass the line like statues and penthouses.
