TIME magazine tells of tests done that show how the brain builds up the area around, say, where it controls the arm if you practice throwing a ball. If you were to imagine throwing a ball, similar building occurs in the brain. This gives some proof to Buddhist empathetic, meditative thought. Living actions in your mind can improve that skill when practiced externally.
This article also mentions how if illness has degraded part of the brain (i.e. stroke) maybe that controls the toes, mental practice can retain this ability by building it anew. Some may remember something like thing from Kill Bill, where Uma Thurman's character regains the use of her toes after a coma (granted it's a movie, but it applies).
The brain can also rewire feelings to other locations in the body after amputation of a limb. You could feel your toes on the part of the body that is located next to the toes control in the brain. This can explain some of the phantom limb scenario.
