Artificial neural networks are "composed of a large number of highly interconnected processing elements working in unison to solve specific problems" [source]. Basically a bunch of separate brains thinking together to solve more complicated problems than traditional robotic computing. Neural networks actually need to learn as opposed to being programed with information. Technology like this is highly volatile and it could be extremely difficult to understand what a robot equipped with such intelligence would be doing next in a state of emergency.
