Up until the first and second World Wars, the United States was very disorganized time wise. It was presidents Johnson and Nixon who finalized the issue, syncing America's watches [source]. This (2007) Daylight Saving Time is new; changed by President Bush in August of 2005. This and Nixon's amendment to DST were related to energy conservation.
Around the equator it is not necessary to observe a Daylight Saving Time.
The energy conserved during DST is mostly what would be wasted by turning on the lights when it's dark.
