In his lifetime he was ruler of Sicily, Germany, and the Holy Roman Empire (1197-1250). He was the most powerful king of his time. He was a linguist and added literature to the study bird anatomy.
Frederick was called Stupor Mundi which translates to wonder of the world. He was very astute and even studied Islam. He really liked the ide of a harem and set up his own. Knowing him, these girls were most likely experiments.
Additionally, in order to prove that German was God's language, Frederick von Hohenstaufen (Frederick II) raised a bunch of children in total silence to see if they would naturally speak German. They didn't.
