London Bridge was actually falling down. The clay of London's Thames River was too soft to support the weight of the bridge any longer, it was sinking. In '68, the $2 million was nothing compared to the $7 million it took to get it from London proper to the American midwest. Robert P. McCulloch is the man who wrote these checks. After thousands of miles by sea to the California coast, being trucked from there to Arizona, and being reconstructed over sand the bridge finally stood, amongst palm trees in 1971 (Lake Havasu City, AZ). The water was added after.
